What Are Telecommunications Civil Works?
Telecommunications civil works are the underground infrastructure that carries a communications network: the pits, pipes, conduit, and ducting that house and protect the fibre and copper cable, along with the trenching or boring that puts them in the ground and the cable hauling that draws the cable through. The network most people picture is the cable itself, but the cable only works because of the civil infrastructure built around it, and that civil scope is what Boretech delivers.
Boretech covers the full underground telecommunications scope, including:
- Pit and pipe installation, including Telstra-pattern pits and conduit
- Conduit and duct installation by trenching, directional drilling, and micro-tunnelling
- Cable hauling of fibre and copper through new and existing conduit
- Asbestos pit removal where old asbestos cement pits are being replaced
- Surface reinstatement once the network infrastructure is in
Why Clients Choose Boretech for Telecommunications in Perth WA
Boretech has delivered telecommunications infrastructure since the company started, and treats live-network work as routine rather than as a specialist exception. Our crews build network infrastructure to operator standards while keeping the services around it running.
Built on Telecommunications From Day One
Most civil contractors do telecommunications work when it comes up. Boretech started in it, installing Telstra pits for the NBN rollout, and has built network infrastructure for the major operators ever since. That depth shows in how the work is planned and sequenced around live networks rather than treated as general civil work that happens to involve cable.
- Founding experience installing Telstra pits for the NBN network
- Ongoing telecommunications infrastructure delivery for Telstra, TPG, and NBN
- Crews experienced in the pits, conduit, and cable types telecommunications networks use
- Familiarity with telecommunications operator construction and acceptance standards
Full Telecommunications Civil Scope In-House
Boretech delivers every stage of the underground telecommunications scope, so a single project does not need to be coordinated across four separate trades with the delays and gaps that creates.
- Pit and pipe and conduit installation
- Trenching, directional drilling, and micro-tunnelling for network alignments
- Cable hauling of fibre and copper through the conduit
- Asbestos pit removal and surface reinstatement to close out the job
Safe Work in Live Network Environments
Most telecommunications work happens around live cable and live services that cannot be interrupted. Boretech plans and sequences each job to protect the existing network, using service location and non-destructive digging to confirm what is in the ground before any excavation begins.
- Before You Dig Australia referral submitted before every project
- Non-destructive digging used to expose and confirm live services before excavation
- Work sequenced to keep existing networks in service throughout
- Confined space procedures applied to pit entry and pit works
Company-Owned Plant and Support Fleet
Boretech operates over 200 items of plant from its Balcatta and Kalgoorlie bases, covering the drilling, excavation, hauling, and vacuum plant telecommunications civil work requires, maintained in-house and mobilised on our schedule.
- Drill rigs and excavators sized for tight metro through to bulk network civil work
- Cable trailers and winches for hauling fibre and copper
- Vacuum trucks for non-destructive service exposure and pit cleaning
- Kalgoorlie regional base for faster mobilisation into Goldfields and Mid West network work
Service Location and WA Compliance on Every Job
Telecommunications civil work runs through congested service corridors, and getting it wrong means cutting essential services. Boretech delivers every job to the service location and safety standards the work demands, with old asbestos pits handled under licence where they are encountered.
- Before You Dig Australia referral and on-site service location before excavation
- Compliant with the Work Health and Safety Act 2020 (WA)
- WorkSafe Restricted Asbestos Removal Licence WR2407 for legacy asbestos cement pits
- Experienced under live traffic management plans and road reserve permits
How Boretech Manages Telecommunications Projects
Design Review and Pre-Construction Planning
Before any crew mobilises, the team reviews the network design, civil drawings, and operator standards against the actual site conditions. Pit and conduit locations, alignment, depth, and the existing services along the route are assessed so the build method and sequencing are confirmed before work begins, not worked out on site.
Service Location and Underground Service Verification
A Before You Dig Australia referral is submitted and reviewed, and on-site service location is carried out across the alignment. Where existing services sit in or near the work area, non-destructive digging is used to physically expose and confirm them before any mechanical excavation. In telecommunications corridors this is critical, because a strike can cut essential communications to homes and businesses.
Trenching, Boring, and Pit Excavation
With services confirmed, the conduit alignment is trenched or bored and the pit locations are excavated. The method is matched to the site: open cut trenching where access allows, directional drilling beneath roads and infrastructure where it does not. Compact plant is used for tight metro work, larger plant for bulk network civil.
Pit, Pipe, and Conduit Installation
Pits, pipe, and conduit are installed to the network design and operator specification, bedded and backfilled correctly so the infrastructure sits true and the conduit is clear and continuous. Where old asbestos cement pits are being replaced, they are removed under licence before the new infrastructure goes in.
Cable Hauling and Proving
Fibre and copper cable is hauled through the conduit under controlled tension, with the runs proved and presented ready for the operator’s splicing and termination crews. Each cable type is hauled to its own handling rules so the cable goes in without exceeding its tension or bend radius limits.
Reinstatement and Handover
Once the infrastructure is in and the cable is hauled, the surface is reinstated to match what was there before, whether footpath, driveway, road, or paving, and the documentation is provided to the operator. The scope is signed off before Boretech demobilises, so the site is handed back complete.
Supporting Network Delivery Across Multiple Sectors
We work with organisations responsible for planning, building, and expanding telecommunications infrastructure throughout Western Australia, South Australia, and New South Wales.
Network Owners
Telecommunications providers require infrastructure that complies with strict network specifications and is ready for cable installation and commissioning. Boretech delivers pit and pipe networks, directional boring, conduit installation, and cable hauling services that align with operator requirements, supporting projects ranging from network expansions to capacity upgrades and new service areas.
Principal Contractors
For principal contractors overseeing telecommunications rollouts, coordination and programme certainty are critical. Boretech provides a single delivery partner for underground civil works, combining trenching, boring, pit and pipe construction, cable hauling, and reinstatement under one self-performing team. This streamlined approach reduces interfaces, simplifies project management, and helps maintain programme schedules.
Transport & Utilities
Modern transport and infrastructure corridors increasingly rely on telecommunications networks to support communications, monitoring systems, and future connectivity requirements. Boretech delivers underground telecommunications infrastructure within complex project environments, working alongside road, rail, utility, and government stakeholders while managing access requirements, traffic controls, and construction sequencing.
Commercial Developments
New estates, business parks, and commercial developments require telecommunications infrastructure long before end users connect to the network. Boretech installs complete underground network systems including pit and pipe networks, conduit routes, and property lead-ins, providing developers with infrastructure that is ready for handover and future network activation.

Recent Telecommunications Projects
Kenwick Rail Upgrade Communications Crossing, Perth WA
We delivered HDD installation works as part of the Kenwick Rail Upgrade, constructing a major communications crossing beneath the rail corridor. The project included the installation of a 630mm HDPE sleeve and multiple telecommunications conduits through challenging ground conditions, including reactive clay, sand, and a high water table. The crossing remains one of the largest communications sleeve installations completed by Boretech within the Perth metropolitan area.
Telstra Network Conduit and Lead-In Works, WA
Boretech delivered Telstra network conduit and property lead-in works across WA, installing the pits, conduit, and connections required to extend the network, with service location and non-destructive digging used throughout to protect the live infrastructure already in the ground.
Fulton Hogan Intercity Fibre Network (ICF), Perth WA
We delivered specialised horizontal drilling works for Fulton Hogan’s Intercity Fibre Network through John Forrest National Park, installing 1km of 110mm communications conduit along the heritage walkway trail. With the existing duct through the 1895 rail tunnel no longer fit for purpose, we helped deliver an alternative fibre route around the tunnel, working through solid granite, heritage-sensitive land, public trail interfaces, summer heat, and fire ban restrictions to complete the works two weeks ahead of schedule with zero LTIs.
